Debra Silverman Herman works with a variety of clients to address the state and local tax impact of their multistate activities from both a planning and an audit and controversy viewpoint. She deals extensively with the taxes imposed by New York State and City, and counsels clients on the Corporate Franchise, General Corporation, UBT, Commercial Rent Tax, Real Property Transfer taxes, and Sales and Use taxes. She also works with individuals on residence and other personal income tax matters and represents clients in audits and litigation before the New York State and City Division of Tax Appeals. A co-author of the BNA Tax Management Multistate Portfolio: New York Sales and Use Taxes, she is also Editor-in-Chief of the ABA's The State and Local Tax Edition and The State and Local Tax Lawyer - Symposium Edition; an editor of the Multistate Sales and Use Tax Deskbook; and contributing editor for Matthew Bender's New York Tax Service Practice Insights. She is a Subcommittee Chair of the ABA Tax Section's State and Local Tax Committee and Chair of the State and Local Tax Committee of the Association of the Bar of the City of New York. Debra is also an American Bar Foundation Fellow. She received a B.A. with honors from the University of Wisconsin-Madison and her J.D. from American University, Washington College of Law, where she was Associate Executive Editor of the American University International Law Review.
